Johnny Dio: American's Most Voracious and Dangerous Labor Racketeer (Pt. 1)

This next fella needs no introduction at all. During his lifetime, he was to become one of the most recognized and notorious gangsters the United States ever produced. It could be argued that Johnny Dio was the preeminent labor-union racketeer in the nation.

At the height of his underworld power during the 1950s and 1960s, Johnny Dio's name became a household word, evoking images of a Hollywood gangster straight out of central casting. There was hardly an American citizen unfamiliar with the notorious Johnny Dio.

And despite what many have written to the contrary, technically speaking, John Ignazio Dioguardi held but the rank of a mere Mafia soldier during his lifetime.

But in actuality, Johnny Dio’s awesome power and influence far outstripped that of 99% of his fellow soldiers and outranked that of many top Mafia capos. His criminal exploits are unparalleled and legendary.

So, without further ado, here's our in-depth look at Johnny Dio!

John (Johnny Dio) Dioguardi -- aka; Blackie, John Dioguardio, John Diogardi, John Dio Guardia, Giovanni Ignazio Dioguardi (TN) -- was born on Manhattan’s Lower East Side on April 29, 1914. His Italian immigrant-born parents, Domenico Dioguardi and Rosa (nee’ Plumeri), raised their children in a small, cramped apartment tenement building at 174 Forsyth Street.

The Dioguardi family lived just two doors down from Rosa’s brother, Vincenzo Plumeri , who would soon become better known as Jimmy Doyle.

Located off Houston Street, this gritty, rough-and-tumble neighborhood was chock-full of Italian and Jewish racketeers and hoodlums when the Dioguardi boys lived there. It was on these streets where Johnny and his two kid brothers, Frankie and Tommy, were raised.

The Dioguardi boys each attended the New York City Public School system, with Johnny allegedly making it as far as the eighth grade before dropping out.

By the time they had become young men, the trio was commonly known as Johnny Dio, Frankie Dio, and Tommy Dio, respectively.

Inspired and "groomed" by their mother’s brother, the notorious mafioso and industrial racketeer Vincenzo (Jimmy Doyle) Plumeri, during their lifetimes, each of the Dioguardi brothers became well-known gangsters themselves, with Johnny becoming the most notorious of the bunch.

By the time they were in their early teens, the boys were already dabbling in petty criminality and each had started what were to become lengthy police records.

By the time Frankie and Johnny reached their early twenties, they were already devout hoodlums under the inspiration, tutoring, and mentoring of their Uncle Jimmy, especially Johnny, whom Plumeri had taken a special shine towards.

A few years younger than his siblings, young Tommy soon followed in the footsteps first laid out for him by his uncle and brothers.

A Very Dapper Guy

Although he was undoubtedly a dyed-in-the-wool gangster and killer since he was in his mother’s womb, during his lifetime, John Dioguardi was also a deceptively good-looking man, who had a widely held reputation among newspapermen and the general public as being very handsome and dapper in his appearance.

Standing at 5 feet 8 inches tall, with a slim but solid build at 165 pounds, women swooned over him, and men envied him.

Old newspaper photos and news reels show a sharply dressed hoodlum in hand-tailored suits and custom-made white-on-white shirts, sporting a full head of freshly cut, straight, jet-black hair which he liked to comb to the side. Imported Italian-made shoes, manicured fingernails, piercing dark brown eyes, and a dark Mediterranean complexion, which gave him his early nickname Blackie, rounded out the razor-blade sharp appearance of a man who would go on to captivate the general public -- and, later, the U.S. Justice Department, with his callously cold persona and look.

With his Hollywood good looks and dangerous persona, John Dioguardi, simply known to the media as Johnny Dio, was to become the poster boy of the Mafia and the very epitome of what gangsterism in America and within the American labor movement looked like.

Dio By the Numbers

Being the handsome devil he was, Johnny already had all the neighborhood girls swooning for him by the time he reached his early teens. By the time he was in his late teens, he had already become something of a hoodlum Lothario.

It was around this time that a young girl from the neighborhood named Anne caught his eye. Before long, Johnny fell for her -- and fell hard -- and vice versa.

On September 27, 1934, he and Anne Helen Josephine Chrostek married in Manhattan. In the coming years, the Dioguardi family would grow to two children, a boy and a girl, whom they named Dominick and Rosemary in honor of Johnny’s father and mother, respectively.

Side Note: Information later came out that their son Dominick had been adopted at birth.

By 1937, the Dioguardis lived in a one-bedroom apartment in a walk-up tenement building above a storefront at 245 East 11th Street in Lower Manhattan.

Despite all the turmoil later created by his arrest, criminal trial, and subsequent imprisonment for extortion, on October 16, 1940 -- during the heart of World War II -- the twenty-six-year-old Dioguardi walked into U.S. Draft Board #11 located at 45 Astor Place in Lower Manhattan and registered for the draft.

At the time, he and Anne were residing at 128 Second Avenue, Manhattan, just a few blocks north of Houston Street, near the old neighborhood.

On the intake form, Johnny stated he was a married man, listed his wife as Mrs. Annette Dioguardi, and listed his employment as the Gil Sportswear Company, Inc., of 19 Eighth Avenue, Manhattan.

Gangster School

By the time Johnny was in his mid-teens, his Uncle Jimmy had already started indoctrinating and grooming him in racket activities.

Vincenzo Domenico Plumeri was born in the town of Regalbuto, Sicily, back in 1903. After immigrating to the United States, the Plumeri family settled on the Lower East Side. The streets of Manhattan would soon become Plumeri’s criminal stomping grounds.

By the early 1920s, he was already an up-and-coming gunman, mafioso, and early ally of the notorious Jewish gang boss and master industrial racketeer, Louis (Lepke) Buchalter.

Jimmy Doyle

Throughout the 1920s and 1930s, Plumeri cut his teeth in the rackets, with his specialty becoming coercion, shakedowns, extortion, and other forms of industrial and labor racketeering.

By the early 1930s, with his nephew now by his side, Plumeri expanded his reach into uptown Manhattan’s famed Garment District, quickly dreaming up an ingenious scheme that placed a virtual stranglehold over the entire rag-trade industry.

All the while, young Johnny didn’t miss a single trick. Like a young apprentice in gangster school, Johnny dutifully followed his uncle’s lead while carefully taking notes about the nuts-and-bolts machinations and finer points he was learning about organized industrial labor racketeering.

Uncle and nephew had one helluva racketeering party for most of the next decade. They were riding high and making nothing but money. But, as the saying goes, the proverbial shit was about to hit the fan.

Goons, Thugs, and Terrorists

Back on August 3, 1932, New York Police first arrested Johnny and his uncle on coercion charges related to their criminal activities in the garment district.

But, subsequently, both men were later acquitted and released.

Less than a year later, on May 10, 1933 police arrested Plumeri, Dioguardi and a third mafioso and close partner of Plumeri’s by the name of Dominick (Dick Terry) Didato. They were charged with felonious assault, coercion, and conspiracy in connection with their garment industry activities.

At the time of their arrests, prosecutors said the hoodlums had operated a years-long terror campaign against dress manufacturers and truckers to extract protection payments from various garment district companies.

But, once again, all available prosecution witnesses refused to testify against Plumeri and his associates out of fear for their lives. So the judge was left with no other choice but to dismiss the indictment against them.

Three years later, in early 1937, New York City Detectives came calling once again with arrest warrants for Dioguardi and his uncle on new garment center-related extortion charges.

But for unexplained reasons, this case against them was also dismissed only weeks later, on March 19th.

Paying the Piper

At first, it appeared that they had beaten the rap once again. But the New York Police Department and State Prosecutors had a few tricks up their sleeve for Plumeri and Dioguardi.

Several days later, their racketeering party finally came to an abrupt halt after a secret New York County Grand Jury returned a major indictment naming Plumeri and Dioguardi as heading up a pervasive racket that systematically shook down garment center trucking companies for extortion payments.

New York authorities said the protection racket had placed a virtual chokehold on the entire garment industry, from dress designers and subcontracting factories to jobbers and truckers.

At the time the indictments were publicly announced, Special New York Prosecutor Thomas E. Dewey, who later personally tried the case in court, labeled Dioguardi, “a young gorilla who began his career at the tender age of 15.”

Dewey explained that Plumeri and Dioguardi had successfully accomplished this years-long scheme, which they had operated from 1932 until their arrests in 1937, by forming a so-called "truckers association" that all independent trucking firms hauling dresses and other garments within the Garment District were coerced and terrorized into joining.

Subsequently, as "members" of this trucking association, each company was forced to pay hefty monthly dues and other types of extortionate fees under the threat of violence and multiple cases of actual violence perpetrated against them in the form of destruction to their trucks and other equipment, including the beating of drivers by thugs, arson to truck depots, and other acts of intimidation.

This enabled the gangsters to steadily extract extortionate payments from all association members and others under the threat of underworld retaliation should they fail to pay.

These threats often took the form of broken truck windshields, sugared gas tanks, arson -- and sometimes worse: beatings, shootings, and even murdering those who stood in their way.

Around this same time period, between 1934 and 1937, law enforcement authorities say Dioguardi listed his employment as the Truck Owners Association, located at 1440 Broadway in the heart of Manhattan’s Garment District. His official job title? “Assistant Business Manager of Labor Relations”

While operating their garment industry rackets, Plumeri and Dioguardi formed a second garment industry association. Between 1933 and 1934, they also headed up the Allied Truckmens Mutual Association, headquartered at 41 Union Square, Manhattan.

Being the ever-ambitious gangsters they were, in later years, they even formed a third racket-ridden association, the Master Truckmen's Association. This time around, they relocated a few blocks over and operated out of an office building located at 110 W. 40th Street.

Up the River

Both hoodlums were later brought to trial on charges of conspiracy, coercion, extortion, attempted extortion, and terroristic activity. They were each later convicted and sentenced after a highly publicized trial.

On July 27, 1937, the sentencing judge handed down substantial prison terms to the defendants. Vincenzo Plumeri, the lead defendant in the case, went up the river to serve a term of 5 to 10 years at Sing Sing Prison in upstate Ossining, New York.

His 23-year-old nephew also came along for the ride, cooling his heels with his dear uncle Jimmy.

The Supreme Court judge then hit Dioguardi with a 3-to-5-year term at Sing Sing. Dio had specifically been convicted of conspiracy, malicious mischief, and numerous counts of assault and extortion.

One week later, on August 3, 1937, Dioguardi walked through prison gates for the first time in his life. The young gangster’s only other taste behind bars occurred back in 1930 when Dio served a mere 5 days at New York’s Rikers Island Prison for violating a corporate ordinance.

Little did Johnny know at the time -- nor could he have ever predicted -- that this stint at Sing Sing would become the first of many such long jail terms during his underworld career.

A Rap Sheet a Mile Long

Starting with his first arrest as a juvenile, back in December 1930, year after year, John Dioguardi continued to add to his anti-social register with arrest after arrest with seemingly wild abandon. He unabashedly put his wanton disregard for the law on full display over the next fifty years. Dioguardi’s police arrest record included at least 20 known arrests and 10 known jail terms he served. It reads as follows;

December 15, 1930 -- NYS corporate ordinance violation (5 days in city prison)

January 20, 1931 -- disorderly child, juvenile delinquent, robbery (discharged)

August 5, 1932 -- coercion (acquitted)

May 10, 1933 -- felonious assault, coercion, conspiracy (charges dismissed)

September 4, 1934 -- assault-second degree (discharged)

March 26, 1936 -- vagrancy (dismissed)

March 19, 1937 -- extortion (dismissed on 5-4-37)

April 17, 1937 -- coercion and conspiracy (undetermined sentence)

May 4, 1937 -- extortion (3-5 years at Sing Sing State Prison)

October 30, 1944 -- bootlegging, conspiracy to violate alcohol tax laws (nolle pros)

April 14, 1953 -- state tax law violations (60 days on Rikers Island)

May 7, 1956 -- reckless driving, failure to answer a summons (paid a fine)

May 10, 1956 -- criminal contempt of court (dismissed)

June 19, 1956 -- bribing a labor official, conspiracy (1 year in prison, $2,000 fine)

August 29, 1956 -- conspiracy to obstruct justice (charges dismissed)

October 29, 1956 -- conspiracy and extortion (15-30 years in state prison)

April 29, 1960 -- conspiracy, federal income tax evasion (4 years at Atlanta Penitentiary)

April 21, 1966 -- bankruptcy fraud and conspiracy (5 years, $10,000 fine)

May 27, 1971 -- stock fraud, conspiracy, mail fraud (9 years, $30,000 fine)

December 22, 1973 -- conspiracy, wire fraud, registering false stock information (10 years, to run concurrent with 9 yr term)

The Die was Cast from Birth

As they say in New York street vernacular, “right from jump street,” you could tell early on that young Johnny Dio was a no-nonsense guy. From the time he first hit the streets as a kid, he had been determined to become ’somebody,” as they say. He didn’t disappoint.

From the early 1930s until he was ultimately jailed during what would become the last years of his life, Johnny Dio was a force to be reckoned with, second to none in the American underworld.

From the time he was just a fledgling young hoodlum on the streets of the Lower East Side, through his meteoric rise within the annals of organized crime, you could see Johnny coming from miles away.

Through the decades, he built a crime empire rivaling that of nearly any other gangster, especially considering that, technically speaking, Dioguardi never rose above the "official" rank of a mere Mafia soldier -- but this was no ordinary soldier.

At the height of his underworld career, Johnny Dio’s power and influence exceeded 99% of any Mafia soldier in the United States, and rivaled, if not exceeded, that of just about any “capo di corte”.

To say that John Dioguardi was a highly, highly respected and well thought of mafioso would be a gross understatement. His criminal exploits and accomplishments are legendary.

He first cut his shark teeth under the tutelage of his uncle Jimmy Doyle, subverting and dominating Manhattan’s Garment District through the use of terror tactics and by infiltrating the International Ladies Garment Workers Union.

Then, using the knowledge he acquired in garment racketeering, he expanded his reach into other types of labor unions and labor racket activities.

Anthony (Tony Ducks) Corallo

Later, his partnership with fellow Lucchese Family member Anthony (Tony Ducks) Corallo allowed Dio to open the doors and infiltrate several Queens County-based United Auto Workers Union locals.

Next, Johnny utilized his tried-and-true gangster methods and playbook to infiltrate, organize, and then take over various labor unions representing a wide swathe of industries. An abbreviated list would include taxicab companies, wholesale meat firms, chemical companies, parking garages, machinists, and wholesale candy and tobacco firms. And this represents but a smidgen of all the businesses and industries affected by him and his Mafia partners in crime.

Jimmy Hoffa and the Teamsters

By the early 1950s, Johnny had made close connections to International Teamsters Union President Dave Beck, which allowed Dio to start making inroads into the Teamsters Union.

Several years later, when legendary Teamsters Union President James R. Hoffa was elected, Johnny Dio was allegedly instrumental in helping Hoffa maintain and increase his power. Thereafter, in exchange for Cosa Nostra’s help, Hoffa reciprocated by giving Johnny Dio and his partner Tony Ducks pretty much whatever they wanted.

From that point forward, Hoffa gave the American Mafia a free hand to operate as they wished.

Jimmy Hoffa

One of the most important—and genius—moves Johnny Dio ever made was to ask Hoffa for dozens of union charters. This gave Dio the authority to form his own Teamster locals throughout New York City and the Greater Metropolitan area, including the fast-growing suburbs of Long Island and Westchester.

Within a few years, this ingenious scheme enabled Dio and his Mafia associates to dominate New York’s labor scene. Although many of these union locals had few, if any, dues-paying members, the formation of these union charters allowed Dio and his men to target key industries and businesses for different types of shakedown and extortion schemes.

Known as “paper locals” because these charters were largely Teamster locals in name only, Dio and Corallo would open up dozens of them in the coming years, placing underworld front men and fellow mafiosi as the nominal heads of these sham unions.

Although these Teamster Union locals were, in actuality, only shell "paper locals" with no members, the hierarchy of each local now had the power to cast votes for Hoffa and the Teamster leaders back in Detroit—the union’s seat of power—where Hoffa and the International Brotherhood of Teamsters were headquartered.

Having ironclad control over dozens of New York-based Teamster locals provided Dio the power to cast votes on behalf of select Teamsters officials running for office at election time.

It became a convenient "quid pro quo" between Jimmy Hoffa and Johnny Dio, in which the Mafia would back Hoffa by cementing and guaranteeing his continued position as union president, and in return, Hoffa would turn a blind eye and allow the Mafia to pilfer the coffers of the Teamsters Union.

From that point forward, not only did Dio and Corallo control these unions from behind the scenes, but it also gave them the power to take control of regional Teamsters conferences throughout the northeast region. This, in turn, allowed the Mafia to expand its reach and operations to include their mafiosi brethren in other Mafia Families throughout the country.

Mafia borgatas from coast to coast quickly took similar control of Teamsters locals in their respective cities and states. In the coming decades, Cosa Nostra would have a party!

The Central States Pension Fund

Pretty soon, the Cosa Nostra’s top bosses set their sights on the Teamsters Union Central States Pension Fund (CSPF). This fund was first founded by Teamsters President Jimmy Hoffa in 1955. Within a few decades, the total amount in the fund was estimated at $2.2 billion in union assets and financial investments on behalf of the union’s membership.

Over the years, the U.S. Justice Department repeatedly accused Hoffa of viewing the Central State Pension Fund not as a fiduciary responsibility but as a way to win friends and influence people for his benefit.

As union president, he transferred funds into banks whose backing could be useful to the Teamsters, invested in risky real estate deals instead of placing the money in secure blue-chip stocks and bonds, and entered into other questionable ventures instead of being conservative with union funds.

It was a situation tailor-made for Johnny Dio and the mob.

By this point -- the mid-late 1950s -- the Mafia essentially controlled Hoffa lock, stock, and barrel, largely through the efforts of Dio, Corallo, and their like-minded underworld brethren.

In the coming years,, they would ask for, and eventually demand, that Hoffa approve multimillion-dollar loans to them through the Central States Pension Fund for a wide variety of investments, including the acquisition of land and the building of hotels along Miami Beach, the purchase of several Las Vegas hotels and casinos, major shopping centers, Southern California land developments, and other types of ventures.

Most of these questionable loans were later defaulted on and never repaid.

U.S. Senate Investigation Hearings

All these underworld shenanigans eventually led the U.S. Justice Department to start a series of key investigative hearings to try and sort out and get to the bottom of it all.

Subsequently, during these investigations into the underworld’s labor rackets, hundreds of witnesses were subpoenaed to appear and testify before the committee. But first and foremost was New York mobster John (Johnny Dio) Dioguardi, whom prosecutors viewed as a star witness.

When he first appeared before the U.S. Senate Labor Rackets Committee in 1956, Johnny Dio didn’t disappoint the news cameras or the American public.

In true gangster fashion, Johnny strutted into the courtroom wearing an expensive custom-made grey sharkskin suit, hand-tailored white on white shirt, silk tie, diamond watch, and sparkling diamond pinky ring.

After being sworn in and stating his name and address for the record, John Dioguardi invoked his 5th Amendment privileges 140 times.

After another appearance, this one before the New York City Anti-Crime Commission, prosecutors placed a statement into the official record which read, “Every union under Johnny Dio’s wing has been determined to be nothing more than a ‘shake-down’ operation.”

These hearings exposed, among other things, that in 1950, Dioguardi was named the Eastern Seaboard Regional Director of Local #102, United Auto Workers (AFL-CIO). One year later, in 1951, they say Dioguardi set out to organize New York City’s taxi-cab industry.

Investigators also determined that Dio had become the original creator of the so-called “paper locals,” which essentially were labor unions in name only. They had no actual union membership rosters. But what these paper unions did do was to sell “labor peace” to employers through so-called “sweetheart contracts” which allowed the company to save money, while Dio and his fellow mobsters raked in bribes and pocketed kickbacks from various ‘target’ companies looking to avoid the added costs of being unionized.

In 1953, Dioguardi was finally indicted by New York District Attorney Frank Hogan for failing to report certain illegal kickback and extortion income on his New York State tax returns. The income in question was a $5,000 payment from a garment manufacturer who had paid Dio for protection against unionization.

Johnny was later convicted of tax evasion and ended up serving 60 days at the Rikers Island Workhouse for that little foray.

A Dizzying Labyrinth of Corruption

By sifting through Dio’s many arrests and those of his closest associates over the years, as well as information gleaned from various criminal probes and investigations, local and federal authorities eventually composed a relatively clear picture of the scope and breadth of Dioguardi’s activities in the labor and management field.

They discovered that Dioguardi’s criminal accomplishments on behalf of himself and his Cosa Nostra superiors were truly breathtaking and unparalleled.

Below is a general overview of all the labor unions and industries that Dioguardi was able to subvert and control over a period of thirty years or so.

Because of the labyrinth of elaborate schemes created by Dioguardi’s dark mind and criminal genius, there is little doubt that there were many other scams and unions corrupted by him that have never come to light or that Button Guys may have missed during our intense research into his life and career.

Among the industries and businesses his criminal rackets affected through the years included dress manufacturing in both New York and Pennsylvania, garment trucking firms, kosher meat production and wholesale distribution, new automobile sales, taxicabs, Manhattan parking garages, production factories in a wide variety of industries, store clerks and salespeople, and New York’s trucking and freight operations based at John F. Kennedy International Airport. And this is just scratching the surface.
